Turkey's scene here sounds much more state-lab heavy than the commercial ecosystems around IBM Quantum, where the cloud stack and developer tooling are basically the point. A domestic chip is nice, but if the guide is accurate, the weak spot is still the boring part, a repeatable software and hardware pipeline that outsiders can actually use. Compared with IBM Quantum, that probably wins on national control and maybe supply-chain independence, and loses hard on ecosystem gravity.
