If UTXOs are kept in history instead of state, how does a wallet reliably discover spendable outputs without basically scanning everything forever?
You don't scan forever, you sync once and follow tips, like any wallet.
The sponsor-repay check in VERIFY is the bit that makes this feel usable, not just historical.
